The CampaNeo project is developing an open platform for private and public institutions to collect and analyse vehicle data in real time. The campaign-based approach will create an opportunity to use personal vehicle data in a legally compliant manner.

The baseline
Be it assistance systems, smart traffic control, or autonomous driving, digitalization promises to make traffic safer, more efficient, and more comfortable in the future. Modern cars already have a multitude of sensors to support the driver. However, vehicle data has not yet been interconnected and evaluated on a large scale. This is due to both high costs of hardware and strict data protection requirements. Since vehicle data is almost always personal, they are therefore subject to the European General Data Protection Regulation (GDPR).

The project goal
To reduce technical and legal obstacles to data collection, CampaNeo is developing a campaign-oriented approach based on encouraging users to share their data. This is rooted in the assumption that participants are generally willing to share their data if they see a clear added value in it, for example, avoiding accidents. The project aims to develop a manufacturer-independent platform for private and public institutions to collect and analyse vehicle data in real time. Model regions are the cities of Hanover and Wolfsburg, along with nationwide scenarios. The project initially focuses on two use cases: firstly, fleet operators whose drivers, for instance, receive recommendations on their driving behaviour via the platform. The second use case is city administrations that can use CampaNeo to optimize traffic management. The use of distributed ledger technology ensures decentralized and traceable data processing.

Application and practical benefit
After the project term, the system will be prepared for series development. There are plans to open the platform to other manufacturers and data users, such as mobility providers, gas stations, or insurance companies, so that vehicle data can be used more widely in campaigns in the future and in compliance with the GDPR.
